The Parkville Economic Development Council seeks a qualified Executive Director to lead, manage, direct and coordinate the EDC’s operations to promote business and job development in the City of Parkville. The City of Parkville, Missouri (population 6,514), is part of the Kansas City metropolitan planning area and is located in the southern portion of Platte County, Missouri along the Missouri River. Parkville is a growing community that has preserved its historic character and unique charm. The community is home to Park University, English Landing Park, Platte Landing Park, the National Golf Club, Riss Lake, and the historic downtown Main Street area.

The Executive Director’s main priority will be to work closely with the Board of Directors to fulfill the EDC’s mission to help maintain and enhance the valued quality of life of Parkville by encouraging and coordinating responsible economic activity and community improvement. The Executive Director will serve as a liaison with public, private, and non-profit organizations for business attraction, creation, expansion and retention activities within the City. As a city which includes a highly educated population as well as some physical limitations, Parkville offers both opportunities and challenges for economic development professionals.

The Executive Director shall be a graduate of an accredited university or college, majoring in economic development, urban and regional planning, management, political science, geography, public administration, community development, or a similar field. A Master’s degree is preferred.

Purpose
To lead, manage, direct and coordinate the EDC’s operations to promote business and job development in the City of Parkville.

Accountabilities

  • Serve as staff liaison to the EDC Board of Directors, committees, task forces and working groups
  • Manage the information flow within the EDC and to external constituents
  • Make presentations to the EDC Board of Directors, the Parkville Board of Aldermen, commissions, civic groups and the general public on economic development issues
  • Serve as a resource for the public, including the development community, property owners, businesses, community organizations, and the general public
  • Analyze existing economic situations relative to business attraction and expansion; review modern techniques for business attraction and retention; monitor program performance and periodically report status to the EDC Board of Directors
  • Plan and implement a business retention program, encompassing the wide array of employers within Parkville city limits
  • Analyze current availability of space for retail, office and industrial use
  • Meet, confer and provide detailed information to new businesses contemplating a relocation or expansion into Parkville
  • Collect, analyze and compile economic, market and demographic data for dissemination
  • Assist with the negotiation, preparation and processing of business development-related documents
  • Perform administrative, supervisory, and budgetary tasks
  • Oversee management of the EDC website and social media channels
  • Create and manage the EDC’s annual budget
  • Initiate marketing strategies to promote the community, attract new businesses and promote real estate opportunities
  • Plan, market & implement fundraising & business education events hosted by the EDC
  • Create strategic partnerships with existing and potential investors to further the economic development program of the EDC
  • Execute and manage the Parkville Industrial Development Authority as outlined in the Professional Services Agreement.

Scope

  • Supervise staff members and interns, when appropriate.

Organization

  • Position reports to the Chair of the Board of Directors.

Position Requirements

  • Bachelor’s degree required, with a major in economic development, urban and regional planning, management, political science, geography, public administration, community development, communications or related discipline preferred, with a Master’s degree desired;
  • Two to five years related experience and/or training
  • Training toward Certified Economic Developer (CEcD), or Certified Economic Development Finance Professional (EDFP) or Professional Community Economic Developer (PCED) is preferred
  • Ability to work with volunteers in support of organizational goals and objectives
  • Demonstrated skills in the areas of organization and administrative development, sales and marketing management, interpersonal relationship building and resource management, which will also include fundraising/investor relations
  • Well defined leadership and public relations skills
  • Excellent interpersonal and communication skills
  • Creative, detail-oriented, and must possess active listening skills
  • Ability to deliver quality analytic reports on a timely basis
  • Experience in building and maintaining a network of external constituents.

Physical Requirements

  • Hand dexterity to perform keyboarding, typing, and general office equipment
  • Mobility and stamina to coordinate public events.
